Note: From 3 Sep 2021 onwards, CBC Competency Assessment will be conducted and proctored by NTUC LearningHub. The assessment will also be held at NTUC LearningHub. Learners has to register with IBS and book the assessment with NTUC LHub.

This is the Final Assessment for CBC. If competent (Pass), candidates will attain the CBC Qualification.

Pre-requisite: Candidates has completed 10 Credit Value (CV) of the CBC Course and the End-of-Course Training Evaluation Form OR entry by Assessment Only Pathway (AOP) / Recognition of Prior Learning (RPL).

Assessment Mode:

  1. Physical Assessment (for Singapore-based) OR Online Assessment (for overseas based) with Proctoring.

  2. It is an Open-Book Assessment. Candidates may refer to both online and offline materials.

  3. The assessment will comprise a total of 10 questions.

  4. The assessment will require the use of both virtual meeting platforms (Zoom) and Canvas Learning Management System.

  5. Prepare and Setup Zoom (Technical Requirements & User Guide) before the assessment.

  6. Candidates are advised to arrive join the virtual meeting 15 minutes before the assessment for attendance taking and briefing of Assessment Instructions.

  7. No extra time will be compensated for late-comers

  8. If any candidate is late for more than 15 minutes, they will need to retake the assessment at the next available schedule.

  9. Any failure to comply with assessment instructions will be deemed as a dishonest act and leading to termination of qualification and results.

Assessment Structure:

  • Written Assignment (e-Assessment)

  • Written Test (Competency Assessment)

Question & Scoring Structure:

  • 10 Open-Ended Questions

  • A total of 100 points.

  • Candidates shall attempt ALL questions

Attempt: There is only ONE (1) attempt.

Assessment Weightage:

  • 50% - Formative Assessment (FA)

  • 50% - Competency Assessment (CA)

Passing/Competent Criteria: To score 70% & above.

Assessment Results Legend:

  • Competent: The candidate has passed the Examination.

  • Not Yet Competent: The candidate has not passed the Examination.

  • Withdrawn: The candidate has withdrawn from the Examination.

Assessment Results Release: Will be available 14 days after the examination date.

  1. If the assessment result is “Not Yet Competent (NYC)” - below 70%. The candidate has the right to challenge the assessment decision made by the assessor.

  2. When giving feedback (Post-Assessment Report) to the candidate about the assessment, the candidate must be asked if he/she agrees with the outcome.

  3. If the candidate agrees with the outcome, the assessor and the candidate must sign the Assessment Summary Record (Both sections of “Final Assessment Outcome” and “In the case of a NYC outcome”)

  4. The candidate can choose to retake the assessment for ONE (1) time.

  5. Candidates will register for the next Competency Assessment and upload the signed copy of the Assessment Summary Record as a supporting document for re-take.

  6. If the candidate gets a NYC for the 2nd time after re-taking, he/she will need to repeat the entire Course and there is no waiver of assessment fees,

  7. If the Assessment Summary Record is not signed, the candidate will not be allowed to proceed to retake the assessment.


  1. If the candidate does not agree with the outcome, the candidate should not sign the Assessment Summary Record.

  2. If the candidate intends to appeal the decision, he/she should discuss the matter with the assessor.

  3. If he/she is still not satisfied with the decision, the candidate must notify the assessor of the intention to appeal. The assessor will reflect the candidate’s intention in the Feedback section of the Assessment Summary Record.

  4. The assessor will notify the Academic & Examination Board (AEB) about the candidate’s intention to lodge an appeal.

  5. The candidate must lodge the appeal in writing to aeb@ibs.edu.sg within 14 days from results notification date giving reasons for the appeal together with the stipulated appeal fee of S$30.

  6. If the appeal is not submitted or appeal fee is not paid, the appeal will not proceed.

  7. The Academic & Examination Board (AEB) will collect information from the candidate, assessor and/or proctor and give a decision.

  8. The decision of appeal will be FINAL and make known to the candidate within 7 days from the date of appeal submitted.

  9. A record of the appeal and any subsequent actions and findings will be made.

  10. The maximum number of time(s) for appeal is ONE(1) time per assessment.
